HoSTS Essex

Tenancy and Housing support for people experiencing multiple support needs

HoSTS is  a collaboration between Colchester Borough Homes (CBH), Essex County Council (ECC), and Phoenix Futures, first piloting in 2022.

HoSTS provides support to people navigating the housing system and experiencing multiple support needs, for example, substance use, mental health, learning difficulties and or contact with the justice system. The partnership aims to address challenges and provide intensive person-led support.

Aiming to address the challenges faced by people experiencing complex needs while navigating the housing system and focusing on achieving better long-term outcomes, HoSTS is designed to support people in maintaining their tenancy, establishing a permanent home, and overcoming any intersection issues that may be a barrier.

HoSTS is designed to provide early intervention aiming to avoid the negative cycle of homelessness and to improve long-term outcomes.

The team comprises a relatively small number of dedicated practitioners who provide intensive and varied support.

HoSTS offers support on a one-to-one basis and group support, where you can share experiences with other people who have had similar experiences.

Collaboration and support are central to the model, intending to offer people a permanent, rather than temporary, home. This arrangement allows for longer-term interventions, particularly in addressing addiction and mental health issues, which are often difficult to support in transient accommodation.

Referrals are only accepted via Colchester Borough Homes.
